Burbank Housing Corporation (BHC) operates an income-based waiting list system to manage vacancies within our 300+ affordable rental units. Our Affordable Housing Program is organized into four waiting lists based on state income limits for Los Angeles County.
Extremely Low Income: ≤30% of Area Median Income
Very Low Income: ≤50% of Area Median Income
Lower Income: ≤80% of Area Median Income
Moderate Income: ≤120% of Area Median Income
When a waiting list reaches capacity, BHC temporarily closes it to new applicants and performs an annual audit near the end of the calendar year to assess the status of each list. Following the audit, we provide an annual waiting list update to inform interested applicants about potential openings in the coming year.
“Extremely Low”, “Very Low”, and “Lower” Income Waiting Lists
Last year, BHC’s “Extremely Low”, “Very Low”, and “Lower” Income Waiting Lists were closed due to being at maximum capacity. Following our annual audit, we are pleased to announce that all three low-income waiting lists will reopen in July 2025.
The exact dates for the open application process will be announced on our website at a later date. Please note that applications for these waiting lists are not available at this time.
The application process for these income levels will be conducted online and will remain open for a two-week period. Once the application process closes, a randomized lottery will be held to determine which eligible households will be added to the bottom of the existing waiting list. Our waiting list is not a form of immediate housing as the average household waits between 2–5 years to be placed in a BHC affordable rental unit.
"Moderate" Income Waiting List
The “Moderate” Income Waiting List remains open year-round and is currently accepting applications. Interested households who meet the eligibility requirements may visit our How to Apply page for details. Please be aware that the application process for the Moderate Income Waiting List is separate from the processes for the other income levels.
